About the Office of the Inspector General (OIG):

The Indiana Inspector General is responsible for investigating and addressing fraud, waste, abuse, and wrongdoing in any agency within the executive branch of Indiana state government. This includes any authority, board, branch, commission, committee, department, division or other instrumentality of the executive branch of Indiana state government. The Inspector General does not have jurisdiction over the judicial or legislative branches of state government or over local or county government.

The State Ethics Commission has jurisdiction over: (1) a current or former state officer; (2) a current or former employee of a state agency; (3) a person who has a business relationship with a state agency; or (4) a current or former special state appointee. The State Ethics Commission has ultimate authority to interpret the Indiana Code of Ethics.

Role Overview:

Within the Office of Inspector General, the incumbent serves as the State Ethics Commission Director. The role of this position is to coordinate the activities of the State Ethics Commission and assist in the performance of advisory, education and outreach functions of the Office. Duties include coordinating ethics meetings and hearings, coordinating and drafting of advisory opinions, conducting legal research, coordinating education and outreach efforts for the office, among other duties.

Salary Statement:

The salary for this position traditionally starts at $85,020.00 but may be commensurate with education or work experience.

A Day in the Life:

  • Manage all Office of Inspector General trainings. Participate in the delivery of all Office of Inspector General training activities, including the statewide ELM-delivered Code of Ethics training administered to all state employees. Work in concert with assigned Ethics Officers at each state agency to ensure statewide completion of biennial ethics training. Responsible for education newsletters, trainings, presentations and conferences.

  • Responsible for organizing all matters pertaining to the State Ethics Commission meetings and assisting in the collection efforts on behalf of the agency and the State Ethics Commission.

  • Responsible for assisting in matters pertaining to Legislative affairs.

  • Responsible for coordinating and issuing informal advisory opinions.

  • Responsible for managing the Financial Disclosure Statements and other disclosures.

  • Conduct legal research and draft advisory opinions, legal memoranda, and other legal documents.

  • Assist with media relations.

  • Perform other administrative duties and projects as assigned.

What You'll Need for Success:

  • Knowledge of and experience in legal proceedings and enabling statutes of the Office of Inspector General and State Ethics Commission. Must understand and observe the Indiana Administrative Orders and Procedures Act under IC 4-21.5.

  • Admission to the Indiana State Bar and maintain an active attorney licensure in good standing .

  • Thorough knowledge of state government organization and procedures, as well as state statutes, rules, and law governing areas of responsibility.

  • Ability to effectively communicate, both verbally and in writing, in a professional and courteous matter using tact, diplomacy, and authority.

  • Must be a self- starter.

  • Must be able to meet deadlines and prioritize workflow. Ability to work independently with little or no supervision. Ability to solve problems.

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
