    Salary:

    This position traditionally starts at an annual salary of $67,314. Salary for this position may be commensurate with education and job experience.

    Role Overview:

    The Controller is responsible for the total fiscal management of an assigned customer group or service line. You will plan, develop, organize, and administer all budgeting and accounting responsibilities within the group. You will control unit workflow and processes and be responsible for attaining the assigned customer group objectives. You will work efficiently, accurately, and with anticipation of pending financial issues.

    Key outcomes for the Controller include:

  • Provide intensive training to personnel to empower independent action and decision-making.

  • Advise the Appointing Authority, CFO, Director of Accounting, and other managers about agency fiscal management and accounting.

  • Develop overall agency fiscal policy and programs.

  • Assist the CFO and Director of Accounting in scrutinizing and resolving non-routine decisions and problems impacting existing policies or programs.

    General objectives and boundaries are planned with the CFO and the Director of Accounting. You will report directly to the Assistant Director of Accounting.

A Day in the Life:

The essential functions of this role are as follows:

  • Supervise one of six general ledger groups within the Division of Finance.

  • Establish accounting procedures for designated service lines.

  • Coordinate and develop budget reports, strategies, and projections.

  • Establish fiscal control measures to maximize effectiveness and meet benchmarks.

  • Resolve problems that arise between the Finance Division and state and federal agencies.

  • Ensure account managers understand the critical nature of their job.

  • Review employee work for compliance.

  • Assist in developing the Financial Management Plan for the agency.

  • Coordinate and direct the preparation of the biennial budget and grants.

  • Assist with developing and approving grant applications.

  • Coordinate budget expenditure reports to ensure compliance.

  • Revise policies and procedures to accommodate changes in laws and programs.

  • Monitor and act to maintain the overall financial condition of the customer group for compliance with guidelines, policies, and established benchmarks.

  • Coordinate federal grant activities related to cash management, funds withdrawals, and reporting requirements.

  • Complete Personnel Activity Report and semi-annual certifications in compliance with Federal regulations specific to the funding program.

What You'll Need for Success:

Applicants must have the following requirements to be considered for employment:

  • Bachelor's Degree in Accounting (or related field) OR 6 years experience in state government accounting

  • In-depth knowledge of government accounting, budgeting, and auditing.

  • Extensive knowledge of state and federal laws, policies, and procedures about agency fiscal management.

  • Ability to develop new or modify existing accounting procedures and methods to meet agency needs.

  • Ability to analyze and solve complex accounting, budgeting, and auditing problems.

  • Ability to prepare, justify, and review budgets.

  • Ability to analyze expenditures and determine cost effectiveness.

  • Extensive knowledge of agency organization, functions, and purposes.

  • Thorough knowledge of state government organization and function.

  • Significant knowledge, training, and experience with federal grants reporting, cash management improvement act, accounting standards, and federal OMB circulars.

  • Knowledge of federal and state laws, policies, Financial Management Circulars, and guidelines specific to the incumbent’s area of funding and/or program(s).

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
