DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Directs the management, coordination, implementation, administration and operation of various systems, plans and projects within the Office of Chronic Disease including grants and budgets related to Nutrition, Health Education Communications and Coalitions.
The Division Manager responsibilities are:
• Manage, train, develop, counsel and evaluate staff performance.
• Assist in the design and implementation of special systems, plans and projects.
• Establish policies, procedures, guidelines and project schedules.
• Research, review and evaluate new data, reports, products and other information.
• Act as liaison to other departments, government agencies and the private sector.
• Review, evaluate, select and implement hardware and software products.
• Assist departments and general public in obtaining and explaining technical and non-technical information.
• Develop and interpret codes, ordinances, and specifications.
• Draft and review proposed contracts, letters of agreement and amendments.
• Manage and negotiate procurement terms and conditions with potential vendors.
• Provide technical advice, consultation and support to departments and other agencies and groups.
• Coordinate the preparation, implementation and monitoring of the budget and expenditures.
• Develop methodologies for creating project data.
• All other duties as assigned
SPECIFIC RESPONSIBILITIES:
• Represents unit for all internal/external communications related to program initiatives, strategic planning and metrics.
• Manages budget and provides oversight for all programs and initiative within the Office of Chronic Disease (OCD).
• Provides grant writing support as part of the internal Office of Chronic Disease grant writing team
Serves as Houston Health Department (HHD)/Office of Chronic Disease representative in
WORKING CONDITIONS
The position is physically comfortable, the individual has discretion about walking, standing, etc.
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to the activities of the division.
EXPERIENCE REQUIREMENTS
Seven (7) years of progressive professional experience closely related to the activities of the division are required, with at least three (3) of the years in a supervisory capacity.
A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two (2) years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
