The Direct Observation Validation (DOV) Surveyor will conduct observation surveys of acute and continuing care (ACC) programs throughout the United States. ACC programs include Acute Care Hospital, Critical Access Hospital (CAH), Psychiatric Hospital, Ambulatory Surgical Centers (ASC), End Stage Renal Disease (ESRD), Home Health Agencies (HHA), Hospice, Outpatient Rehabilitation Providers (OPT) and Rural Health Clinics (RHC). The Surveyor will conduct observation surveys to observe and evaluate the ability of surveyors to assess compliance with the Medicare conditions of participation, conditions for certification, and conditions for coverage. The Surveyor will be required to complete program-specific observation worksheets for each survey observation. The Surveyor will submit their survey observation worksheet with supporting documentation through the approved Quality Assurance process. The Surveyor will identify opportunities for improvement in the survey observation process and will effectively communicate said opportunities to the appropriate leadership staff. The Surveyor should be willing to accept survey assignments as needed and as directed by CMS and HMS. Travel will be extensive. All travel arrangements are made by the company travel department so there are minimal out-of-pocket expenses. Eligible employees may participate in a comprehensive employee benefit package. Responsibilities: Conduct on-site observations of surveyors performing full Medicare surveys of ACC programs. Complete program-specific observation worksheets within deadlines and timeframes established by the client. Worksheet documentation should clearly support any issues or concerns identified during the observation survey. Documentation is to be completed with accuracy and special attention to detail using laptop or tablet computer technology, as provided by HMS. Report survey observations of potential Immediate Jeopardy (IJ) findings if not documented accordingly by the survey team under observation to HMS Quality Assurance or other designated staff for referral to CMS. Coordinate with Quality Assurance staff to ensure survey observations are adequately documented and defensible prior to submission to CMS. Submit documentation according to established time deadlines in compliance with HMS policies (security, encryption, etc.) Maintain current knowledge of CMS and HMS policies and procedures, Medicare regulations for applicable healthcare facilities, and CMS QSO memos that include program, policy, and process changes/revisions Compliance with the Health Insurance Portability and Accountability Act (HIPAA) requirements Perform Surveyor duties in accordance with the HMS Core Values and the applicable contract. Comply with state-based and facility-based infection control requirements when applicable Minimum REQUIREMENTS: Bachelors degree and 3 years relevant experience or an equivalent combination of education and experience. Current licensure (e.g., RN, LCSW, RD) Experience completing surveys of Medicare conditions of participation, conditions for certification, and conditions for coverage in ACC programs Experience training or mentoring new health facility surveyors Required CMS training for provider type/s w ich you have interest in surveying (Hospital, Psychiatric Hospital, Critical Access Hospital (CAH), Home Health Agency (HHA), Hospice, Ambulatory Surgery Centers (ASC), Rural Health Clinics (RHC), Outpatient Rehabilitation Providers (OPT), and End Stage Renal Disease (ESRD). Ability to critically think and be competent in decision making skills Ability to perform all job-related tasks, including facility specific requirements.
