    This vacancy may be filled as a Probational, Promotion, or Detail to Special Duty. Detail to Special Duty may be required for a trial period prior to promotion consideration. Current classified permanent status employees may be required to accept a Probational Appointment.

    No Civil Service test score is required in order to be considered for this vacancy.

SUMMARY OF DUTIES

This position will report directly to the Director who, as the agency executive officer, is in charge of all administration, management and operations of TRSL and a 17-member Board of Trustees that meets monthly to set policy and determine investment of system funds. This position will perform highly complex and special managerial functions including planning, staff management, project coordination and management and administrative and technical support to the Board of Trustees. In addition, will perform duties independently and exercise a high degree of independent judgment and initiative in determining the approach/action to take in non-routine situations. And will be required to maintain a professional decorum at all times in a manner consistent with being the initial liaison between Board members and stakeholders requesting contact with the Director.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of professional level experience in a public or private sector setting.

SUBSTITUTIONS:

Six years of full-time work experience in any field will substitute for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree will substitute for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Graduate training in any field will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience.

A master's degree in any field will substitute for one year of the required experience.

Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.

A Ph.D. in any field will substitute for two years of required experience.

NOTE:

Advanced degrees will substitute for a maximum of two years of the required experience.

NOTE:

Any college hours or degree must be from an accredited college or university.

To serve as a special assistant and advisor to executive management. Incumbents will manage the detailed and complex analysis of issues affecting the agency in state legislation and assist with the implementation of policies and procedures necessary to achieve the goals and mission of the agency.
