The State of Maine Office of Information Technology is seeking a Systems Analyst with expertise in leading the design of applications for the Department of Environmental Protection (DEP) with a strong background in working with environmental issues.

Overview

The Department of Administrative and Financial Services (DAFS) Office of Information Technology (MaineIT) provides information technology support to over 13,000 employees. MaineIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies.

    ABOUT THE JOB DETAILS: As a Systems Analyst with the MaineIT Application Development Group, you will help build and support software applications for the Department of Environmental Protection (DEP) and other departments. The most important aspects of this work are the application of system analysis skills to formulate solutions to complex business problems using automation technologies and preparing system design plans and detailed specifications to facilitate the development and implementation of application systems. The successful candidate will showcase the capability to pinpoint solutions that integrate all aspects of the DEP and its individual applications resulting in a more cohesive user experience. Work is performed under limited supervision. This position is in Augusta, Maine.

    WHAT WILL YOU DO?

  • Collaborate with DEP staff to analyze business requirements and design technical solutions that support environmental protection initiatives.

  • Develop and maintain applications and systems that facilitate data collection, analysis, and reporting for environmental monitoring and compliance.

  • Provide technical support and troubleshooting for DEP staff utilizing IT systems and applications.

  • Stay informed about emerging technologies and recommend innovative solutions to enhance DEP's capabilities.

  • Comply with State of Maine standards for production, quality, and productivity.

  • Respond to customer support escalations.

  • Collaborate with cross-functional teams to gather requirements and provide technical solutions.

  • Troubleshoot and resolve technical issues in a timely manner.

  • Document system specifications, changes, and updates.

    REQUIREMENTS

    The ideal candidate will possess the following:

  • Must have a minimum of 4 years’ experience directly working with designing and supporting software applications.

  • Four years’ experience with PL SQL, Oracle SQL, and Microsoft SQL Server.

  • Hands-on experience with Microsoft Power Apps and Power Platform technical solutions.

  • Familiarity with Agile project management and sprint planning.

  • Ability to work independently as well as collaboratively on cross-functional teams.

  • Highly skilled in interpersonal and verbal/written communications, presentations, math, analytical and problem-solving skills.

  • Experience in designing complex common data models.

  • Intermediate to advanced knowledge of relational database concepts.

  • Knowledge of all phases of the software development life cycle, as well as the project development cycle.

  • Excellent organizational and time-management skills.

  • Strong oral and written communication skills, including the ability to write clearly and effectively at a level appropriate to the target audience, which will include business users, senior business managers, project managers, and all levels of IT support and management.

  • Must be comfortable working directly with end-user community to capture, refine, and verify business requirements, translate those requirements into technical tasks, and implement them into application processes.

  • Must be able to accomplish tasks in a timely manner with limited supervision.

  • Must be available to work on premises at the Augusta Maine office 10% of the time.

  • Must perform all remote work from within the State of Maine.

MINIMUM QUALIFICATIONS

  • A four (4) year combination of higher level programming and or systems analysis and design experience. A Masters Degree from an accredited educational institution in Computer Science may be substituted for two (2) years of programming experience.

The selected candidate will be required to sucessfully pass the required background checks as a condition of employment.
